Southern California Reproductive Center (SCRC) is a full-service fertility practice founded in 2000 by reproductive endocrinologists Dr. Mark Surrey and Dr. Hal C. Danzer. Local Legal Framework
California is among the most permissive U.S. states for fertility treatment and third-party reproduction. Compensated egg donation is legal, and gestational surrogacy is governed by California Family Code §7962, which makes written surrogacy agreements enforceable — including pre-birth parentage orders that place intended parents’ names directly on the birth certificate. Health & Safety Code §125315 governs gamete and embryo donation screening and consent requirements. There are no residency or marital-status restrictions on access to IVF in California, and same-sex couples and single intended parents routinely build families here through donor egg and surrogacy programs.
