About California Dream Fertility Center
California Dream Fertility Center is a small private fertility practice at 24541 Pacific Park Drive in Aliso Viejo, Orange County. Dr. Fangyin Meng, MD, PhD is the founder and the only physician: consultation, stimulation monitoring, retrieval and transfer sit with one doctor rather than rotating across a group. Dr. Meng holds an MD and a PhD in genetics (human embryo genetics) from Peking University Medical School, completed OB/GYN residency training at Peking University First Hospital and at Bronx-Lebanon Hospital Center (Albert Einstein College of Medicine), and finished a three-year reproductive endocrinology and infertility fellowship at Albert Einstein College of Medicine / Montefiore Medical Center. She is board certified in Obstetrics and Gynecology by the ABOG and is a Fellow of the American College of Obstetricians and Gynecologists (FACOG).
The service lineup covers the full ART range for a solo practice: conventional IVF, mini-stim and natural-cycle IVF, personalized stimulation protocols, ICSI, IUI, ovulation induction, PGT-A and PGT-M, carrier and karyotype testing, egg and embryo freezing, fertility preservation, donor sperm and donor egg programs, gestational surrogacy coordination, reciprocal IVF for lesbian couples, single-parent family building, and diagnosis and treatment of PCOS, endometriosis, recurrent implantation failure, recurrent miscarriage, fibroids, ovarian cysts, uterine adhesions and polyps.
On outcomes, there is no clinic-level success rate to quote. The clinic’s CDC ART registration (ArtClinicId 889) reports 38 total ART cycles for 2022 — 13 under age 35, 10 at 35-37, 10 at 38-40, and 5 over 40 — and every success-rate cell is suppressed because the per-band counts fall in the 1-4 range. Roughly 60% of those cycles were egg or embryo banking rather than treatment cycles, which is why so few retrievals entered the denominator. The clinic is not a SART member and publishes no outcome figures on its own site. For reference, the SART 2022 national average cumulative live birth rate per intended retrieval was 53.5% under age 35, 39.8% at 35-37, 25.6% at 38-40 and 9.5% over 40.
Accreditations & Awards
- ABOG board certification in Obstetrics and Gynecology — the specialty examination pathway for OB/GYN practice in the United States
- REI fellowship, Albert Einstein College of Medicine / Montefiore Medical Center — three years of subspecialty training in IVF, reproductive endocrinology and infertility
- FACOG — Fellow of the American College of Obstetricians and Gynecologists
- ECFMG certification — USMLE pathway completed for international medical graduates
- Best Resident Award and Surgical Skill Award at the end of residency training
- Co-corresponding author of a randomized clinical trial comparing a simplified oral hormone protocol with conventional injectable stimulation: comparable pregnancy rates at lower cost and lower risk
- Independent verification status: the practice has no JCI, CAP or SART record that could be located through those organizations’ public searches, and the CDC registry lists accreditation without published detail. The site displays an REIProtect seal, which has no public verification directory.
Why Choose California Dream Fertility Center
- One physician owns your whole cycle. In a solo practice the same doctor reads your labs, adjusts your medications, performs the retrieval and plans the transfer. There is no handoff, and Dr. Meng’s stated approach is to weigh genetic predisposition alongside lifestyle, psychological, cultural and emotional factors rather than treating the follicle count alone.
- A genetics-trained reproductive endocrinologist. A PhD in human embryo genetics is unusual background for an IVF physician. It shows up directly in how PGT results, carrier screening and recurrent implantation failure workups are interpreted, and Dr. Meng has run PGT, oocyte cryopreservation and endometrial receptivity window research since the early 2000s, presenting data at national and international meetings.
- Mini-stim and natural-cycle protocols as a named service line. The clinic maintains dedicated pages for mini-stim IVF (including natural cycle and minimal stimulation) and personalized stimulation protocols, which is the route patients with diminished ovarian reserve or poor prior response usually need.
- Recurrent implantation failure treated as a diagnostic problem. Rather than attributing repeated failure to embryo quality alone, the practice evaluates four axes — genetics, hormones, immunology and the uterine cavity — and publishes on endometrial receptivity, the other half of the implantation equation.
- Bilingual practice with a real Mandarin pathway. Dr. Meng consults in Mandarin, and the clinic runs a dedicated Chinese-language appointment line, so international patients from Chinese-speaking backgrounds can complete the initial consultation before traveling.
- A published protocol comparison instead of marketing numbers. The clinic’s research output is a randomized trial on lowering stimulation cost and risk, which says more about clinical priorities than an advertised success rate would.
IVF & Fertility Services

- ICSI (Intracytoplasmic Sperm Injection): single-sperm injection for male factor infertility; the clinic also lists Zymote sperm DNA fragmentation screening
- IUI and ovulation induction: processed insemination with monitoring, plus a standalone ovulation induction service
- PGT-A and PGT-M: embryo screening for chromosome number and testing for known single-gene conditions
- Genetic testing: carrier screening, karyotyping and Y-chromosome microdeletion testing
- Egg and embryo freezing: vitrification for family building or medical preservation
- Fertility preservation: for patients facing cancer treatment or planned delay
- Donor sperm, donor eggs and donated embryos: sourced through Fairfax Cryobank and Fairfax Egg Bank
- Gestational surrogacy coordination: medical steps coordinated with Center for Surrogate Parenting
- LGBTQ+ family building and single-parent paths: reciprocal IVF, donor-based pregnancy, and surrogacy referral
- Reproductive surgery: hysteroscopic and uterine procedures for polyps, fibroids, adhesions and cavity abnormalities
- Condition management: PCOS, endometriosis, recurrent implantation failure, recurrent miscarriage, ovarian cysts and male infertility
- Fertility testing: separate female, male and diagnostic-procedure workups, plus a pre-treatment checklist for both partners
Fees & Packages
There is no published price list. The clinic’s insurance page describes financial coordination but no longer names participating carriers, so verify your benefits directly before starting a cycle. Ask for cycle-specific numbers — monitoring, retrieval, anesthesia, ICSI, PGT biopsy and freezing fees are typically quoted separately — at the first visit.
Two cost realities are worth knowing here. The clinic’s own randomized trial compared a simplified oral hormone protocol against conventional injectable stimulation and found comparable pregnancy rates with lower cost and lower risk, which is the practical argument for asking about mini-stim or oral-based protocols if you are a candidate. And because the practice is small, medication and laboratory charges are not spread across a high-volume network.
Patient Journey
- Consultation: in person or by televisit; history taken and the evaluation direction set
- Baseline workup for both partners: the clinic’s checklist covers CBC, six hormone panels, AMH, thyroid, vitamin D, glucose, immune and infectious disease screening, genetic testing, endometriosis assessment, tubal patency and hysteroscopy for the female partner, plus semen analysis and infectious disease screening for the male partner
- Protocol selection: conventional IVF, mini-stim IVF, or a personalized stimulation protocol
- Controlled ovarian stimulation: roughly two weeks of FSH/LH injections with a GnRH antagonist, monitored by ultrasound and blood work
- Egg retrieval: transvaginal ultrasound-guided aspiration in an operating room under sedation
- Fertilization: conventional insemination or ICSI
- Embryo culture: three to seven days, with PGT if the plan calls for it
- Transfer: fresh transfer or a later frozen embryo transfer; in surrogacy plans the transfer goes to the gestational carrier
Local Legal Framework
California has the clearest assisted-reproduction statute set in the United States, which matters for donor and surrogacy paths. Gestational surrogacy is expressly legal and enforceable under California Family Code §§7960-7962 (AB 1217, 2012), and intended parents can obtain a pre-birth order so both are named on the birth certificate. Under Family Code §7613, an egg, sperm or embryo donor is not the legal parent of a child born from the donation, so donor-program parentage is settled by written agreement. Family Code §3013 extends pre-birth orders to same-sex partners, and second-parent adoption is available. California law also does not treat embryos as legal persons, and PGT-A/PGT-M face no state-level restriction beyond standard informed consent and CLIA laboratory requirements.
Practical note for out-of-state patients: the clinic’s CDC registration and the map embed on its contact page still show the former Irvine address, while the practice now operates in Aliso Viejo. Confirm the address before you book travel.
